The Impact of the Defence Sector on UK Metal Fabrication Demand

UK defence spending is rising at a pace not seen since the Cold War, and for metal fabricators with the right capabilities, that represents a significant commercial opportunity. Understanding where the demand is coming from, and what it means for workshop investment, is worth the attention of any fabrication business looking to grow.

What's Driving the Increase

The shift began in earnest following Russia's full-scale invasion of Ukraine in 2022, which prompted a fundamental reassessment of European defence postures. The UK government committed in early 2025 to increase defence spending to 2.5% of GDP by 2027, with a stated ambition to reach 3.5% by 2035 — the largest sustained increase since the end of the Cold War.

In concrete terms, UK defence spending reached £60.2 billion in 2024/25 and is projected to rise to £73.5 billion by 2028/29. The June 2025 Strategic Defence Review followed this with a sweeping reform of procurement policy and a new Defence Industrial Strategy, explicitly framed as making defence "an engine for growth" for the wider UK economy.

For manufacturers, the key signal is where the money is going: capital budgets, equipment, infrastructure, and new manufacturing capacity, not day-to-day operational spending. That's the money that flows into fabricated metal components.

Where Fabrication Fits

Defence procurement is often assumed to mean highly classified systems and exotic materials, but the reality for most of the supply chain is considerably more grounded.

Infrastructure and estate. The Strategic Defence Review committed £7 billion to new barracks, defence homes, warehouses, and shipyard upgrades. Steel fabrication, structural sections, plate work, cladding systems, and specialist enclosures, underpins all of it.

Munitions and energetics. The government has committed £6 billion to munitions investment over this Parliament, including six new UK factories. The fabricated steel components in munitions production facilities, from structural frames to precision-machined housings, represent substantial subcontract opportunities throughout the supply chain.

Naval shipbuilding. The Type 26 frigate programme and AUKUS submarine commitments are long-term, multi-billion-pound programmes that generate demand for precision plate work, pipe fabrication, and structural assembly throughout their build cycles. The MoD has invested over £1.3 billion in Sheffield Forgemasters alone, including a new machine shop to support the AUKUS deal.

Armoured vehicles and land systems. Programmes including Challenger 3 and Boxer generate ongoing demand for structural plate cutting, forming, and welding. Specialist fabricators producing armour plate sections, structural frames, and internal components are active in this space.

The SME Opportunity

A significant policy shift is under way in how defence contracts are awarded. Historically, the vast majority of MoD direct spending went to a handful of prime contractors. The Defence Industrial Strategy explicitly targets a substantial increase in SME involvement, with a goal of directing £7.5 billion annually to SMEs by 2028, supported by a new SME Support Hub designed to simplify access to contracts.

Around 12,000 UK SMEs already work in defence in some capacity, but only 4% of MoD contracts currently go directly to SMEs. The gap between those figures represents the opportunity and the government's intention to close it is backed by structural changes to procurement, including a published five-year acquisition pipeline that gives suppliers advance visibility of upcoming requirements.

For fabrication businesses considering whether defence is worth pursuing, the honest answer is that entry still requires investment in quality systems, traceability, security compliance, and an understanding of how defence procurement processes work. But the barriers are lower than many assume, and the contracts, once won, tend to be longer-term and more stable than general commercial work.

What This Means for Workshop Investment

Rising defence demand doesn't just create new customers, it raises the performance bar for existing ones. Fabricators supplying defence programmes are expected to demonstrate consistent quality, tight tolerances, and full traceability. That requires machinery that can deliver repeatable results, not just capable results.

Several trends are visible in workshops actively pursuing defence work:

Precision cutting. Fibre laser cutting has become the standard for defence-adjacent fabrication requiring tight tolerances and clean edge quality on structural and armour-grade steels. The speed and accuracy advantage over plasma is significant for jobs where rework isn't acceptable.

CNC bending. Defence components often involve complex multi-axis bends in high-strength materials. CNC press brakes with automatic angle correction, such as those in the Morgan Rushworth XPE range, reduce first-off failures and deliver the repeatability that quality-assured defence supply chains demand.

Plate rolling capacity. The naval and structural programmes driving much of the current defence investment require substantial plate rolling capability; particularly for work in S355 and higher-grade structural steels. Fabricators positioning for this work are reviewing their rolling capacity accordingly.

Documentation and traceability. Modern CNC machinery generates the digital records that defence quality systems require from bend angle logs to material traceability. Older manually-operated machines make this difficult to evidence.

A Long-Term Trend

Defence spending cycles are long. Unlike commercial sector demand which can shift quickly with economic conditions, government defence commitments are locked into multi-year spending reviews and programme contracts. The current increase reflects a structural reassessment of UK security requirements, not a short-term budget spike.

For UK metal fabricators, that durability matters. Investment in the machinery and quality systems needed to participate in defence supply chains is unlikely to be left idle if commercial demand softens; precisely because the defence pipeline is being designed to be long-term and stable.

The businesses best positioned to benefit are those that act early: investing in the right capabilities before the competition for defence contracts intensifies further.
